As for the fact they would be using children as shields, that did not matter in the slightest to them.

After the new Prime Minister rose to power, he replaced most of the officials in the Imperial Court with people who would not question his command as long as they were well paid.

Doing that, the new Prime Minister generated an Imperial Court corrupted to the core that focused only on their personal benefit, not caring what would happen to the empire as long as they could benefit.
